If you are dealt  a 2 and a 7, you total points will be 9 which is not even close to 21; you can choose to Hit which means that you will be dealt another card to try to get as close to 21 as possible. If you are dealt a 9, your score will be 18. You can choose to Stay (which means you are satisfied with the points and hence will wait for the dealer to make his move) or you can choose to Hit. If you prefer the latter, there is a chance that you will Bust the hand and hence automatically lose.
